BC Environmental Assessment Office Opens Public Comment Period for Proposed Second Floatel

Woodfibre LNG has submitted an application to amend its Environmental Assessment Certificate (EAC #15-02) to allow for the installation and operation of a second floating worker accommodation, or Floatel #2, on-site. This application, submitted under Section 32 of the Environmental Assessment Act (2018), proposes updates to the Certified Project Description in Schedule A to include this additional temporary housing and related facilities.

The request is considered a typical amendment, which involves material but limited changes to the existing project description. These types of amendments typically follow a review timeline of six months to one year.

What Is the Amendment Process?

Amendments to environmental certificates follow a structured five-step review process led by the Environmental Assessment Office (EAO), in consultation with Indigenous Nations, technical experts, and the public. Here’s a breakdown of how the process works:

1. Amendment Initiation & Engagement

  • Woodfibre LNG (the Holder) meets with the EAO to outline the proposed changes.
  • An Amendment Project Description is submitted.
  • The company engages with Indigenous Nations, regulators, and the public to identify concerns and gather feedback before submission.

2. Amendment Procedures Developed

  • The EAO notifies Indigenous Nations and identifies participating Indigenous groups.
  • A Technical Advisory Committee (TAC) is formed to review the application.
  • A Community Advisory Committee (CAC) may also be created.
  • The EAO works collaboratively with all parties to outline how the review will proceed, including any extra information that must be submitted.

3. Amendment Application Submitted

  • Woodfibre LNG prepares and submits a detailed Amendment Application based on the agreed procedures.
  • The EAO classifies the type of amendment and issues a Fee Order.

4. Review of the Application

  • The EAO circulates the application to participating Indigenous Nations and the TAC.
  • A public comment period (as now underway) is hosted to gather additional input.
  • Any unresolved issues may be addressed through further engagement and discussion.

5. Decision-Making

  • The EAO drafts an Amendment Assessment Report and an Amendment Order.
  • All key stakeholders review these documents before finalization.
  • The application is referred to a decision-maker, who issues a final decision.
  • The decision is communicated to Woodfibre LNG, Indigenous Nations, the TAC, and any CACs.
