Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves constructing and operating a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and produce approximately 2.1 million tonnes per year of LNG.

Woodfibre Management Ltd is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

The Procurement and Subcontracts Specialist is an integral part of Woodfibre LNG’s dynamic team. You will execute the Owner’s procurement and subcontracting activities that supports and guides the efforts of Prime Contractor procurement awards, issued primarily on Contractor Paper, from creation and approval of bid slates all the way through mobilization, demobilization and close-out of services agreements or the successful arrival of equipment at job site (Squamish, BC). While Procurement related activities will ensue, the successful candidate will mainly be deployed for Subcontracting responsibilities, of which many involve Marine-related services and could include a mix of both full lifecycle subcontracting responsibilities and post-award subcontract administration only across the package workload. The successful candidate reports directly to the Deputy Procurement and Subcontracts Manager and will play an essential part in supporting the company’s engineering and senior management team through the construction phase of the project.

Key Responsibilities

The successful applicant will:

  • Provide for the effective execution of procurement and subcontracting activities, including but not limited to the following skills, traits, and objectives.
  • Become conversant in Prime EPC Contract rights & obligations.  Establish a sound understanding of the need for Contract flow-downs, obligations and interface roles of the Prime EPC Contractor while demonstrating assurances of the Contractor’s compliance to the leadership team. 
  • Reviews subcontract RFQ packages, proposals, bid recommendations and service agreements including terms and conditions, cost, schedule and other conditions necessary to meet project requirements for compliance with the Prime Contract and approved Contractor Execution Plans.
  • Reviews RFP, bid recommendations and POs including terms and conditions, cost, schedule, inspection, expediting, buy downs, etc. to meet project requirements.
  • Maintain and optimize where needed project procurement and subcontract processes, procedures, templates, systems, and reporting.
  • Conduct procurement & subcontract activities aligned with established budget, schedule, quality, cost objectives.
  • Efficiently monitor, report and present key project performance indicators and procurement statistics to PMT Leadership; highlight any supplier and procurement activities that impact the project including both opportunities and/or potential risks.
  • Evaluate and advise the Procurement and Subcontracts Manager regarding any procurement non-compliance or change in orders and claims.
  • Lead Company reviews and approvals of bid packages, commercial bid tabulations, purchase recommendations and purchase orders ensuring compliance with the project procurement plan, budget, schedule, and cost.
  • Builds relationships and coordinates activities with internal project stakeholders to ensure timely and accurate review and approval of all Contractor and internal documentation necessary to award purchase orders and subcontract agreements.
  • Post award, ensure Prime Contractor commitment execution remains compliant with the individual Project Procurement and Subcontracts Plans.
  • Where required, develop, maintain, and successfully fulfill the primary responsibilities for the full lifecycle of assigned subcontracts. 
  • Elsewhere, effectively assume and satisfy the home Office administration roles of post-award Subcontracts and major equipment purchase orders.
  • Ensures effective communication of project procurement and subcontract activities to the project team (purchasing, logistics, quality control surveillance, supplier quality, trade compliance, expediting, etc.).
  • Maintains and provides suitable Management-level reporting of project budget information for procurement and subcontracting activities.
  • Efficiently monitor, report and present key project performance indicators and procurement statistics to PMT Leadership; highlight any supplier and procurement activities that impact the project including both opportunities and/or potential risks.
  • Evaluates and advises the Procurement and Subcontracts Manager regarding any procurement gaps, change orders and claims.
  • Lead Company reviews and approvals of bid packages, commercial bid tabulations, purchase recommendations and purchase orders ensuring compliance with the project procurement plan, budget, schedule, and cost.
  • Identify, resolve, and mitigate any issues relating to contractors and suppliers’ performance while ensuring a positive working relationship.
  • Ensure that all supply chain activities within the area of responsibility are carried out in accordance to RGE Core Values, the Ethics Policy, and the Supply Chain Code of Conduct.

Required Experience

  • Bachelor’s degree in business, Engineering, or a related field from an accredited university.
  • 10-15 years of increasingly complex procurement-related experience with at least 5-7 years of dedicated experience in subcontracting for major capital projects in the petroleum industry. 
  • Preference slanted toward experience gained representing the owner/operating company.
  • Prior LNG experience highly desired.
  • Prior Marine Subcontracting (Construction, Heavy Lifts, Services, Charters) experience highly desired.
  • Strong competence across multiple Supply Chain Management functional areas (subcontracts, procurement, logistics, warehousing, etc.).
  • Experienced in full cycle contracting and procurement – tendering, tender evaluation, clarification, negotiation, formation, and execution through to completion and close out.
  • Experienced in issuing correspondence, assessing changes and claims, analysis of progress and processing of invoices.
  • Demonstrated ability to develop reports for and presentations to management.

Additional Requirements

  • Expertise with a variety of computer programs (e.g., Office 365. MS Teams, DocuSign, and Adobe Acrobat)
  • Demonstrated interpersonal/teambuilding skills.
  • Strong written and oral communication skills.
  • Ability to build relationships quickly in multi-disciplinary, multi-cultural, and multi-company environments.
  • Ability to work well under pressure and manage multiple tasks and changing priorities within tight time frames.
  • Willing to see the project through long term.
  • A valid driver’s license and passport.
  • The position is based at the EPC contractor’s Office in Houston, followed by visits to vendor’s sites, the Company’s Vancouver Office, and Squamish, BC (Project Site) as required.
