Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves constructing and operating a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and produce approximately 2.1 million tonnes per year of LNG.

Woodfibre Management Ltd is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

The Procurement and Subcontracts Specialist is an integral part of Woodfibre LNG’s dynamic team. You will have direct responsibility for managing high value contracts negotiation and/or procurement activities which may include commercial bid evaluation, negotiation strategy development, contract terms & conditions review and recommendation to senior management for approval. The successful candidate reports to the Head of Procurement & Supply Chain.

Key Responsibilities

The successful applicant will:

  • Collaborate with key stakeholders, including business users, to develop a solid contracting plan and strategy to align with budget, schedule, quality, cost, etc., to support Project and Business growth.
  • Develop a negotiation strategy for high-value contracts and/or procurement activities and participates in and/or leads commercial negotiations.
  • Lead company’s review on commercial bid evaluation and terms & conditions and was responsible for providing recommendations to the senior management team.
  • Coordinate with internal project stakeholders to ensure the timely review and approval of all procurement and subcontract documentation, purchase orders and agreements.
  • Monitor the contractor’s performance, review, evaluate, and facilitate the approval of any change orders submitted by the contractor for high-value contracts and/or procurement activities.
  • Assist with project set-up procurement and subcontract processes, procedures, templates, systems, and reporting to ensure alignment with RGE policies, principles, and management expectations.

Required Experience

  • Bachelor’s degree in Business, Engineering or a related field from an accredited university.
  • 5-8 years of experience in procurement and/or subcontracts for major capital projects.
  • Prior experience in oil & gas, chemical, or infrastructure industry preferred.
  • Experienced in high value contract negotiation preferred.
  • Ability to provide insights and justification based on quantitative analysis and facts.
  • Experienced in building robust and complex financial models.
  • Excellent communicator with the ability to prepare and present coherent and well thought out PowerPoint presentation to senior management.

  • As required, the position is based in Vancouver, BC, with travel to the EPC contractor’s office in Houston, Squamish (site),  and others.
  • Must be legally entitled to work in Canada.
